Electoral systems have different guarantees, but they also have different tendencies in terms of how they deliver representation. I’ll use a beautiful but abstract idea from computer science and economics called the “distortion” of a voting rule and then explain how to adapt it to evaluate fairness for multi-winner elections like those used for state and local government. This will give us tools to quantify the insight that fairness depends dramatically on whose perspective you take.
